What the ECD Subsidy Is, and Who Pays It

The ECD subsidy is a daily amount paid by government for each eligible child attending your programme. Administration moved from the Department of Social Development (DSD) to the Department of Basic Education (DBE) as part of the 2022 ECD function shift.

Who Qualifies?

There are two main conditions to meet:

Your programme must be at least conditionally registered (Bronze certificate).
The child must meet the Child Support Grant means test.

Importantly, you do not need to register as an NPO to qualify for the subsidy.

What the Subsidy Can Be Used For

The subsidy contributes towards the running costs of your programme, not building projects. It's meant to support:

Meals and snacks for the children.

Learning & Running

The Application Process

The route runs through your district and up to provincial level. In broad steps:

Confirm your registration status.

Common Reasons Applications Are Declined

Registration has lapsed: Your certificate must be current.
